When you start drawing in newgrounds, your art is in the "undiscovered artist" section. This is because Newgrounds have their own way to avoid bad content dividing the good content and the bad one.
Being scouted, that means that someone saw your art and believes is good enough to be with the good content. In other words: that your art deserves to be in the art portal of "approved artists"
To be scouted. You need four pieces of work and someone who is already scouted. This person scouted, can scout you.
